6698 sayılı Kişisel Verilerin Korunması Kanunu (KVKK); aydınlatma yükümlülüğünü, açık rıza gereken durumları, özel nitelikli verileri (m.6), yurt dışına aktarım şartlarını (m.9) ve ilgili kişi haklarını (m.11) düzenler. VERBİS kayıt yükümlülüğü Kurul'un belirlediği kriterlere göre değerlendirilir.
01KVKK açısından yazılımda olması gerekenler
- Rol bazlı erişim yetkisi: herkes yalnız işine gereken veriyi görür
- Saklama süresi dolan verinin silinmesi veya anonimleştirilmesi
- Aydınlatma metni ve gerekiyorsa açık rıza akışı
- Kişisel veri envanteri ve VERBİS yükümlülüğünün Kurul kriterlerine göre değerlendirilmesi
02Teknik güvenlik iyi uygulamaları
- Rol bazlı yetki ve en az yetki ilkesi
- Bağımlılık ve sistem güncellemelerinin düzenli uygulanması
- Aktarımda ve depolamada şifreleme
- 3-2-1 yedekleme: üç kopya, iki farklı ortam, bir kopya dışarıda
- Parola ve API anahtarlarının kod deposu yerine gizli kasada tutulması
03Veri nerede tutulmalı?
Veri Türkiye'deki veya yurt dışındaki bir veri merkezinde tutulabilir; kişisel veri yurt dışına aktarılıyorsa KVKK m.9 şartları birlikte değerlendirilir.

- Kim hangi veriyi görüyor, listelendi mi?
- Yönetici hesaplarında iki adımlı doğrulama açık mı?
